Almost every paper bag quotation now arrives with the letters FSC somewhere on it. Very few arrive with the one thing that makes those letters mean anything, which is a claim type and a certificate code written against the line item on the invoice.
That is the whole subject of this guide. FSC is a serious standard with a real audit behind it. It is also the certification that is most often claimed loosely, because the logo is famous, the rules are long, and hardly anybody outside the paper trade has read them.
Start with the sentence that surprises most buyers. A bag labelled FSC Mix does not have to contain any FSC certified fibre at all. That is not a loophole and it is not fraud. It is the credit system, it is written into the standard, and it is the normal way most certified paper is sold. If you did not know that, the rest of this guide is worth twenty minutes.
What follows: what FSC actually certifies, the two certificates and the five claims, the three control systems and why one of them decouples the label from the fibre, which parts of a paper bag the label covers and which it does not, how to verify any claim yourself in five minutes, what you may and may not print, and what changes when the revised chain of custody standard lands in 2027.
Our own certificate. Bk-bags’ FSC® licence code is FSC-C232146 (Chain of Custody, certificate IDFL-COC-128503, valid to October 2031). It covers paper bags, wrapping and packaging paper, and cardboard packaging. Check it the way this guide recommends: search the code on FSC Search, confirm the status reads Valid, and confirm your product type is in the scope. View our FSC certificate (PDF)
Key Takeaways
- FSC is not one certificate, it is two systems. Forest management certifies a forest. Chain of custody certifies a company’s paperwork. The bag supplier holds the second one.
- The claim has to be on your invoice. FSC-STD-40-004 clause 5.1 requires the seller’s certificate code and a clear FSC claim per line item. No claim on the document, no certified order.
- FSC Mix Credit products can contain zero certified fibre. The credit system balances inputs against outputs. It is legitimate, and it is not what your marketing team thinks it is.
- FSC Recycled paper has no minimum recycled threshold and no post-consumer requirement. The 70% post-consumer rule applies to FSC Recycled wood, not paper.
- FSC is not recycled content and not EUDR compliance. Different documents, different obligations.
- The label covers the forest-based parts. Twisted paper handles and paper twine are forest-based. Cotton tape and PP rope are not. This changes what has to be certified.
- Any reference to FSC certification needs the licence code. That is FSC’s own trademark rule, not a nicety. “We are FSC certified” with no code is a rule breach before it is a marketing problem.
- The label sells in some markets and not others. 86% of Dutch consumers recognise it, 30% of Americans and 33% of Japanese do. Buy FSC for the shelf in northern Europe and Latin America. Buy it for the document trail in the US and Japan.
- You can verify any certificate yourself, free, without asking the supplier, and download a time-stamped record for your audit file.
1. What FSC is
The Forest Stewardship Council is a non-profit standards body founded in 1993. It sets requirements for responsible forest management and for the supply chains that carry forest material to market, and it licenses accredited certification bodies to audit against them.
On FSC’s own published figures, updated 1 September 2026, 173,330,363 hectares of forest are FSC certified, held under 1,730 forest management certificates, and there are 70,218 chain of custody certificates in the system. The FSC certificate database currently returns over 226,000 certification records.
FSC certification covers four things, and buyers usually think about only the first:
1. The forest. Forest management certification audits a forest against FSC’s principles and criteria: legality, workers’ and indigenous peoples’ rights, high conservation values, ecosystem functions, monitoring.
2. The chain. Chain of custody certification audits every company between the forest and the last seller, so that the material is tracked and the claim cannot be invented halfway along.
3. Labour. Since version 3-1 of the chain of custody standard, FSC core labour requirements are part of a chain of custody audit: no child labour, no forced labour, no discrimination in employment, freedom of association and collective bargaining.
4. Risk on the uncertified portion. Material that is not certified but goes into an FSC Mix product has to be controlled wood under FSC-STD-40-005, which is a due diligence system designed to exclude five categories: illegally harvested wood, wood harvested in violation of traditional and human rights, wood from forests where high conservation values are threatened, wood from natural forests converted to plantations or non-forest use, and wood from forests with genetically modified trees.
That last one is the part almost nobody reads, and it is half of what FSC Mix means.
“FSC is a forest standard and a paperwork standard bolted together. Buyers picture the forest. What they actually buy is the paperwork, and the paperwork is the part that fails.”
Simmy Lin, Managing Director, Bk-bags
2. What FSC is not
FSC is not recycled content. FSC 100% and FSC Mix can be entirely virgin fibre. If your programme needs post-consumer recycled content, that is a separate specification that belongs on the purchase order in its own line. A US state carryout bag law asking for 40% post-consumer is not satisfied by an FSC certificate of any kind.
FSC Recycled is not post-consumer either, when the product is paper. The chain of custody standard sets a 70% post-consumer threshold for the FSC Recycled label on wood. For paper, the standard states plainly that no threshold applies, and both pre-consumer and post-consumer reclaimed material are eligible inputs. So an FSC Recycled paper bag can be built entirely from pre-consumer reclaimed fibre, which in the paper trade means converting scrap, printers’ waste, bindery trim, publisher overruns and obsolete stock. That is genuine reclaimed material. It is not what a consumer, or a state legislator, means by recycled.
FSC is not EUDR compliance. The EU Deforestation Regulation puts the obligation on the operator placing goods on the EU market, and requires a due diligence statement with geolocation of the harvest plots. Standard chain of custody carries no plot-level geolocation. FSC’s answer is a separate voluntary add-on, the FSC Regulatory Module, covered in section 11.
FSC is not a quality standard. Nothing in it addresses burst strength, handle pull, gsm tolerance or print durability. Those are your specification and your inspection.
FSC is not a factory certificate. A trading company with no machines can hold a chain of custody certificate. That is legitimate and common. It is not evidence that the mill or the converter was audited.
FSC is not permanent. Certificates are valid for five years with annual surveillance audits, and they get suspended and terminated. The public database shows status, and a terminated certificate still exists as a PDF in somebody’s sales folder.
FSC is not proof that the fibre is in your bag. See section 6.
“Every year somebody sends me an FSC certificate to prove a bag is recycled. It is a good certificate. It is answering a question nobody asked.”
Simmy Lin, Managing Director, Bk-bags
3. Where FSC actually matters, market by market
Before you specify FSC on a bag, it is worth knowing whether the market you are shipping to will notice. The answer varies more than most buyers expect, and it varies in two directions that do not move together.
FSC commissioned Ipsos to survey 40,802 consumers across 50 markets between May and July 2025, published in October 2025. Globally, 52% recognise the FSC logo when prompted, up 5 percentage points since 2022, and FSC is the most recognised forest certification system in 49 of the 50 markets. That global average hides an enormous spread.
Logo recognition, by market
| Region | Average | Strongest markets | Weakest markets |
|---|---|---|---|
| Europe | 58% | Netherlands 86% · Switzerland 81% · UK 79% · Germany 77% · Denmark 69% · Austria 68% · Italy 67% · Belgium 67% | Ukraine 30% · Czech Republic 39% · Lithuania 41% · Turkey 41% |
| Asia Pacific | 50% | Vietnam 63% · Thailand 61% · China 60% · India 59% | South Korea 27% · Japan 33% · Malaysia 42% · Australia 45% |
| Africa | 52% | South Africa 67% · Kenya 57% | Egypt 32% |
| Latin America | 42% | Brazil 63% · Mexico 47% · Chile 46% | Bolivia 30% · Honduras 33% · Colombia 38% |
| North America | 36% | Canada 42% | USA 30% |
Other European figures from the same study: France 61%, Sweden 66%, Finland 65%, Poland 56%, Slovenia 57%, Romania 54%, Croatia 53%, Spain 51%, Portugal 49%, Norway 46%, Latvia 44%, Estonia 44%.
Read the United States line twice. At 30%, the US is the second weakest of the 50 markets surveyed and sits 22 points below the global average. Japan is 33%. Spain is 51%. Those are three of the largest retail bag markets in the world, and in all three the FSC label does very little work on a shelf.
Recognition is not the same as influence
The study asked a second question, across the 29 full-study markets: if you learned a brand offers FSC certified products, what would that do to your trust in it? The answers invert the recognition table.
| Market | Recognise the logo | Say FSC positively influences brand trust |
|---|---|---|
| Mexico | 47% | 89% |
| South Africa | 67% | 87% |
| Brazil | 63% | 86% |
| Indonesia | 54% | 86% |
| Chile | 46% | 83% |
| India | 59% | 81% |
| Portugal | 49% | 76% |
| UK | 79% | 73% |
| Italy | 67% | 72% |
| Canada | 42% | 64% |
| USA | 30% | 61% |
| Germany | 77% | 59% |
Germany has the fourth highest recognition in the world and the lowest brand-trust lift in the table. That is what a mature market looks like: the label has become an expectation rather than a differentiator. Its absence is noticed, its presence is not rewarded. Latin America is the opposite, a market where fewer people know the mark but almost everyone who does treats it as a strong positive signal.
Regionally, the brand-trust lift runs: Latin America 86%, Africa 84%, Asia Pacific 74%, Europe 66%, North America 63%.
Three more findings from the same study that a packaging buyer should hold onto, because they are about packaging specifically:
- 66% expect companies to ensure the wood and paper products and packaging they sell are not contributing to deforestation. That is an expectation of the packaging, not only of the product inside it.
- 65% say sustainability information on products should be certified by an independent organisation. This is the sentence that kills self-declared “eco paper” claims, and it aligns exactly with what EU law starts requiring on 27 September 2026.
- Among consumers who recognise FSC, 59% would choose an FSC certified product over an equivalent uncertified one, 44% say they would pay more, and 79% trust a brand carrying the logo. The lift is real, but it only applies to the share of the market that recognises the mark in the first place, which is the whole point of the first table.
Where FSC is not a preference but a requirement
Consumer recognition decides whether the label sells. Procurement rules decide whether you are allowed to bid at all. These are different maps.
Public procurement in a number of European countries, the Netherlands and Belgium among them, accepts FSC as evidence of compliance with sustainable timber sourcing criteria, and the UK’s Timber Procurement Policy sits inside the Government Buying Standards. Ask your customer which national policy applies to their tender, because the accepted evidence list is set nationally and changes. In Japan, procurement under the Green Purchasing Law requires verification of legal and sustainable sourcing for wood and paper products, and FSC chain of custody documentation is an accepted route.
Layered on top of that, from 30 December 2026 the EU Deforestation Regulation applies to paper packing containers under HS 4819 for large and medium operators, which is a legal obligation on the importer regardless of any label. See section 11.
What this means for a bag programme
| If you are shipping to | The commercial case for FSC |
|---|---|
| Netherlands, Switzerland, UK, Germany, Nordics | Close to table stakes. High recognition, and in Germany a weak trust lift, meaning the label is expected rather than rewarded. Specify it and move on |
| Latin America, South Africa, Southeast Asia | The strongest differentiator anywhere. Lower recognition, but very high brand-trust lift among those who know it |
| United States | 30% recognition. The label earns its keep with the retail buyer’s compliance team and with state carryout bag laws, not with the shopper. Do not build a consumer campaign on it |
| Japan | 33% recognition, the weakest large market in the study. But the Green Purchasing Law route and corporate procurement policies make the documentation matter more than the logo |
| Spain and southern Europe | 51% in Spain, 49% in Portugal, 67% in Italy. Mid-market on recognition, above average on trust lift in Portugal and Italy |
| Public sector tenders in the EU or UK | Not optional. The certificate and the claim on the invoice are entry requirements, not marketing |
The practical version: in mature European markets buy FSC to avoid losing the listing. In Latin America and Southeast Asia buy it to win the shelf. In the United States and Japan buy it for the document trail, and put the marketing budget somewhere else.
4. The two certificates
This is where most confusion starts, because both are called FSC certification and they do completely different jobs.
Forest management (FM)
Issued to a forest owner or manager for a defined forest area. Audited against FSC’s principles and criteria and the applicable national forest stewardship standard. Certificate codes look like XXX-FM/COC-000000. Almost no bag buyer will ever need to read one.
Chain of custody (CoC)
Issued to a company that buys, processes, stores, labels, invoices or sells forest-based material. Governed by FSC-STD-40-004, currently version 3-1, approved 14 January 2021 and effective from 1 September 2021. Multi-site and group arrangements sit under FSC-STD-40-003. The audit rules that certification bodies must follow sit under FSC-STD-20-011.
Chain of custody is the certificate your paper bag supplier holds, or does not hold. It is the one that has to be unbroken. Every change of legal ownership of the material between the certified forest and the company that invoices you has to sit inside a certified organisation, or the claim stops at the break and cannot be restarted downstream.
Two codes, and they are not the same thing.
| Code | Format | Where you see it | What it is |
|---|---|---|---|
| Certificate code | ABC-COC-000000 | Invoices, delivery notes, the certificate itself | Identifies the certificate. The letters at the front are the certification body |
| Trademark licence code | FSC-C000000 | On the label, on the pack, on the website | Identifies the organisation for trademark purposes |
Both resolve to the same organisation in the public database, and you can search on either. A supplier who can give you one but not the other is worth a second question.
5. The five claims and the three labels
There are five FSC output claims an organisation can put on a sales document, plus a sixth business-to-business claim that is not a product claim at all. There are three consumer-facing labels. They do not map one to one.
| Claim on the invoice | Label it supports | What it means |
|---|---|---|
| FSC 100% | FSC 100% | All virgin forest material from FSC certified forests |
| FSC Mix x% | FSC Mix, if x is 70 or above | A stated percentage of certified and reclaimed input, balance controlled wood |
| FSC Mix Credit | FSC Mix | Credit accounting. No stated percentage, and no minimum content |
| FSC Recycled x% | FSC Recycled. For paper, no threshold applies | Reclaimed fibre, pre-consumer or post-consumer |
| FSC Recycled Credit | FSC Recycled | Credit accounting on reclaimed input |
| FSC Controlled Wood | No label. Ever | Risk-screened uncertified material, sellable only as raw or semi-finished goods, and only to a certified customer |
Four things follow from that table that are worth writing down.
An FSC Mix label tells you nothing about the percentage. Under the credit system there is no percentage, and under the percentage system anything from 70% upwards prints the same label. If you need to know the number, it has to be on the invoice as FSC Mix 85%, not as FSC Mix.
FSC Mix is the normal grade for kraft paper. FSC 100% kraft exists and costs more. If a supplier is quoting an unusually cheap FSC 100% bag, ask which mill.
FSC Controlled Wood is not a label and never appears on a product. The standard restricts the claim to raw or semi-finished products sold to an FSC certified customer. If it turns up on a finished bag, on a hangtag or on artwork, something is wrong.
Percentage information is one-way. Clause 5.2 lets organisations at the end of the supply chain drop the percentage or credit detail from their sales documents. Once dropped, the standard is explicit that the information is lost and nobody downstream may reinstate it. If you want the number, ask for it before the goods leave the certified chain, not after.
6. The three control systems, and why a Mix bag may hold no certified fibre
Every certified organisation runs each product group under one of three control systems. This is the least understood part of FSC and the part that most changes what a buyer should expect.
Transfer system
The simplest. Whatever claim comes in on the input goes out on the output, per claim period. Certified in, certified out. If the inputs carry mixed claims, the output takes the lowest one.
Percentage system
Inputs are pooled over a claim period and the certified proportion is calculated:
FSC% = (quantity of claim-contributing inputs ÷ total quantity of forest-based inputs) × 100
The whole output of that claim period can then be sold at that percentage, or lower. The claim period cannot exceed 12 months unless the certification body approves otherwise. Where the calculation is run across multiple sites, the standard sets five conditions, including common ownership, one country or the Euro zone, shared management software, and a minimum of 50% FSC input at every participating site.
So an FSC Mix 78% bag from a percentage-system converter does, on average across the batch, carry roughly that proportion of certified and reclaimed fibre. Every individual bag is an average, not a measurement.
Credit system
Claim-contributing inputs build a credit account. Credits are drawn down to sell a corresponding quantity of output with a credit claim. The rest of the output goes out uncertified.
Under the credit system there is no minimum certified input in any given product. A converter can run a line of 100,000 bags, hold enough credits for 30,000, and sell 30,000 of them as FSC Mix Credit. Which physical 30,000 is a matter of accounting, not of fibre. The uncertified virgin material blended in has to be controlled wood, which is the safeguard, but it is a risk-screening safeguard and not a certification.
This is a legitimate, audited, standard-compliant mass balance system, used across the paper industry because pulp cannot practically be segregated at every mill. It is also the single largest gap between what FSC means and what a buyer assumes it means when they hold the bag.
Three limits on the credit system that matter for paper bags. The standard prohibits the credit system for: the sale of FSC 100% products, the trade and distribution of finished wood products and paper (paper merchants), trade without physical possession, and print processes. So a printer cannot generate credits on the printing operation itself, and a paper merchant who never converts anything cannot run a credit account on finished paper.
“If the number matters to your customer, buy on the percentage system and get the percentage on the invoice. If the number does not matter and the chain does, credit is fine. What is not fine is buying credit and telling your customer the bag is made of certified fibre.”
Simmy Lin, Managing Director, Bk-bags
7. The line on your invoice
Here is the test that settles every FSC argument, and it takes ten seconds.
FSC-STD-40-004 clause 5.1 requires that sales documents issued for products sold with FSC claims include, all seven of these:
a) name and contact details of the seller b) information identifying the customer c) the date the document was issued d) product name or description e) quantity of products sold f) the seller’s FSC certificate code g) a clear indication of the FSC claim for each product item, or for the total products
If (f) and (g) are not on your commercial invoice or on delivery documentation that references it, your order is not FSC certified. Not “probably fine”. Not certified. A certificate attached to an email is a statement about the company. The claim on the document is the only thing that attaches to your goods.
Written correctly, it looks like this on the line:
Kraft paper shopping bag, 210 gsm, 320×220×150 mm, 10,000 pcs | FSC Mix 85%, ABC-COC-001234
Three mechanics worth knowing:
Delivery documents can carry it instead. Clause 5.3 allows the information to sit on the delivery documentation, provided it contains the same information and a reference linking it to the sales document.
Supplementary documents exist, and need permission. Clause 5.7 allows a separate document where the claim genuinely cannot go on the invoice, but the organisation has to obtain permission from its certification body first, and the document has to cross-reference each product to its claim. If a supplier offers you a “certificate of conformity” instead of a claim on the invoice, ask which certification body approved that arrangement.
Downgrading is allowed, upgrading is not. Clause 5.9 lets a seller state a lower claim than the one it is entitled to. Nobody may state a higher one, and the label has to match the claim on the sales document.
And the mirror obligation, the one that tells you the supplier is running a real system: clause 2.2 requires your supplier to regularly verify the validity and product scope of its own suppliers’ certificates through the FSC certificate database, and clause 2.3 requires it to check that the FSC claim is specified and the chain of custody code is quoted on incoming documents. A supplier who has never heard of this is not doing it.

8. Which parts of a paper bag FSC actually covers
This is where the trademark standard bites, and it is specific to bags in a way that generic FSC guides never address.
FSC-STD-50-001 clause 4.1: the label may be used only where all forest-based parts of the product are covered by FSC certification. Packaging made of forest-based material counts as a separate element, so the label may refer to the product, the packaging, or both, depending on what is certified.
Apply that to a paper shopping bag and the parts split into two lists.
Forest-based, and therefore inside the claim:
- the kraft or coated paper body
- twisted paper handles, flat paper handles, paper twine
- any paperboard base insert or reinforcement
- paper hangtags, paper labels, card inserts
- viscose or rayon components, which are wood derived
Not forest-based, and therefore outside the claim:
- cotton tape and cotton rope handles
- PP rope, polyester ribbon, nylon cord
- metal eyelets, rivets, plastic clips
- inks, adhesives, varnishes, film lamination
The practical consequence: a kraft bag with a cotton handle can carry an FSC label. The same bag with twisted paper handles cannot, unless the handle paper is also inside a certified chain. Handle paper is very often bought from a different supplier than the body paper, and it is the most common place for the chain to break on a bag.
Two more clauses that decide artwork:
Clause 3.6 requires the product type to be specified unless every material in the product and its packaging is FSC certified, and it must always be specified where a product contains neutral materials that cannot be distinguished from the certified ingredient. A paper bag with a cotton handle is exactly that case. The label carries a product type such as “paper”, drawn from the list in the trademark portal. Specific product names are not allowed as product types.
Clause 3.9: the Moebius loop, if used, must carry a percentage figure, and that figure is the sum of post-consumer and pre-consumer reclaimed content, substantiated through chain of custody controls. The loop is optional on Mix and Recycled labels. It is not decoration and it is not the FSC percentage.

9. How a paper bag becomes FSC certified
The work happens on the supplier side, but the sequence decides whether FSC is possible on the order you are about to place.
Step 1. Find certified paper. The mill has to be in the chain, and the grade you want has to be in its scope. FSC Mix is the common grade for kraft. FSC 100% and FSC Recycled exist and are narrower.
Step 2. Every owner of the material in between has to be certified. Mill, trader, merchant, converter. Each change of legal ownership. A single uncertified link ends the claim permanently for those goods.
Step 3. The converter holds chain of custody certification with the right product group and control system, an approved certification body, documented procedures, a material ledger that reconciles input to output with conversion factors, and records for the FSC core labour requirements.
Step 4. Outsourcing has to be inside the arrangement. Printing, laminating, handle attaching and finishing are routinely outsourced. Clause 13 allows outsourcing to certified and uncertified contractors, but the certificate holder must retain legal ownership of the material throughout, provide documented procedures preventing mixing, and accept that the certification body may audit the contractor.
There is a route that matters if your own company is not certified. Clause 13.10 allows a certified organisation to provide outsourcing services to an uncertified contracting company, provided the material moves directly from a certified supplier to the certified processor without the uncertified company taking physical possession, and provided the output is finished, FSC labelled and branded with the contracting company’s name. That is how an uncertified brand gets FSC labelled bags legitimately.
Step 5. Trademark approval before anything is printed. The certificate holder either operates a trademark use management system approved by the certification body, or submits every intended use for approval. Label artwork must come from the FSC trademark portal or be issued and approved by the certification body or FSC. Access to the portal is arranged by the certification body.
Step 6. Labelling under someone else’s licence code. Clause 4.8 of the trademark standard allows a supplier to label goods with the buyer’s FSC licence code, if both organisations are certified, the product is in both certificate scopes, both inform their certification bodies in writing, and the agreement is available for audit. Retailers who want their own code on the bag should ask for this by name.
Step 7. Five years, audited annually. Chain of custody certificates run for five years with annual surveillance audits.
On group certification: small enterprises can share a group certificate through a central office. Eligibility is capped, at no more than 15 full-time equivalent employees, or no more than 25 with a maximum annual turnover of USD 1,000,000. A large factory cannot hide inside a group certificate.
10. How to verify any FSC claim in five minutes
You do not need the supplier’s permission and you should not rely on the PDF. A PDF is a file, and files are editable.
A note on the current state of the databases, because it is not what the standards say. FSC-STD-40-004 clause 2.2 names info.fsc.org. That address now redirects. As of September 2026 FSC’s public certificate search is in transition: the FSC Certificate Public Dashboard, a Power BI application reachable from FSC’s public certificate search page, is the working tool, and the replacement FSC Search at search.fsc.org is running in public beta, with FSC stating that the official launch has been delayed and is planned for later in 2026. Both are free and neither requires an account.
The five checks.
1. Search the code, not the company name. Enter the licence code (FSC-C######) or the certificate code (ABC-COC-######) from the document. Organisation name and local name also work, but codes are unambiguous and company names in this trade are not.
2. Read the status field first. Valid, suspended, expired or terminated. The database publishes terminated certificates, which is exactly why the PDF in your inbox is not evidence.
3. Check the scope, not just the existence. Confirm the product categories cover paper bags or paper packaging, that the material and the claim you were quoted are inside the scope, and that the certificate covers the site that will actually produce the goods.
4. Look at the sales activity field. FSC’s search publishes whether a certificate holder records FSC sales. A valid certificate flagged as making no FSC sales is a certificate that exists on paper and is not being used, which is worth a question before it is worth an assumption.
5. Download the time-stamped record. FSC Search lets you save certificate records and download them as a single time-stamped PDF. That document, dated, from FSC’s own database, is what belongs in your audit file. Not the supplier’s scan.
If it does not reconcile, the certification body is named on the certificate and will answer. A false claim, which FSC defines as selling a product as FSC certified when it is not, can lead to suspension or termination of the certificate, blocking from the system for a period, and financial penalties. FSC investigates, and it runs transaction verification comparing what trading partners claim to each other.
“Search the code. If a supplier objects to you doing that, they have just told you something the certificate could not.”
Simmy Lin, Managing Director, Bk-bags

11. FSC against the 2026 and 2027 regulations
FSC does not replace a single regulatory obligation. It supports several. Here is the honest mapping.
EUDR
The EU Deforestation Regulation applies from 30 December 2026 for large and medium companies and 30 June 2027 for micro and small enterprises. Paper packing containers under HS 4819 are in Annex I. Carrier bags imported and sold as goods in their own right are in scope, and the obligation sits on the EU operator placing them on the market, which is your company.
FSC’s answer is the FSC Regulatory Module, FSC-STD-01-004 V1-0, published 1 July 2024. It is a voluntary add-on to an existing certificate, available for forest management, chain of custody, controlled wood and project certification. It requires a due diligence system with annual review, risk assessment and mitigation, segregation of eligible from ineligible inputs, and collection of geolocation data that certificate holders must make available to downstream operators and traders on request. FSC does not itself hold that geolocation data. FSC charges no fee for the module. Certification bodies charge for the extended audit.
FSC’s own position, and it is worth quoting back at any supplier who claims otherwise, is that only competent authorities verify EUDR compliance and certification does not guarantee it. Treat the module as strong evidence inside your due diligence file, not as the file.
The practical question to ask: is your supplier’s certificate scope extended to include the Regulatory Module, and can it produce plot geolocation for the fibre in your order? A standard chain of custody certificate cannot.
EmpCo, from 27 September 2026
Directive (EU) 2024/825, the Empowering Consumers Directive, applies from 27 September 2026. It bans generic environmental claims that cannot be demonstrated, and it prohibits displaying a sustainability label that is not based on a certification scheme or established by public authorities. The directive defines a certification scheme as a third-party verification scheme with publicly available requirements, open on transparent and non-discriminatory terms, with requirements developed in consultation with stakeholders, with procedures for withdrawal or suspension on non-compliance, and with monitoring by an independent third party.
Read the definition and then read FSC against it. FSC is one of the labels that survives this directive comfortably. The self-declared “eco paper” and “sustainably sourced” claims on half the bags in the market do not.
That cuts both ways, and here is the part to plan around. From 27 September 2026 an unsupported FSC reference in your marketing is not merely a trademark breach against FSC’s rules. It is a sustainability label claim under EU consumer law, in a member state that can fine up to 4% of turnover.
The separate Green Claims Directive proposal, which many buyers are still budgeting for, was withdrawn by the Commission in 2025. It is not law and it is not coming. EmpCo is the one that applies.
PPWR
Regulation (EU) 2025/40 has applied since 12 August 2026. Its recycled content mandates are for plastic packaging. There is no recycled content quota for paper, and FSC is not a PPWR instrument. What PPWR asks of a paper bag is the Article 5 substance restrictions including the PFAS limits on food-contact packaging, design for recycling grading from 1 January 2030, and harmonised material labelling from 12 August 2028. Film lamination and non-paper handles work against the recycling grade. An FSC certificate does not help with any of that.
US state carryout bag laws
These ask for post-consumer recycled content, expressed as a percentage, and in California SB 1053 the manufacturer’s name, country of manufacture and the recycled percentage are printed on the bag. FSC answers none of it. Specify the post-consumer percentage separately, in writing, on the purchase order.
“Furnish and artwork get locked months before anybody asks for a certificate. That is the timing problem. By the time compliance reads the spec, the paper is bought and the plates are cut.”

12. What you can say, and what you cannot
FSC publishes its own approved language in Annex C of FSC-STD-50-001, along with two explicit prohibitions that almost every supplier website breaks.
What you can say
- “This product is made of material from well-managed, FSC certified forests and other controlled sources.” FSC’s own wording for a Mix labelled product.
- “Only [material] from FSC certified forests have been used for this product.” For 100% only.
- “The forest-based material in this product is recycled.” For Recycled.
- “We are FSC® certified (FSC® C######)” or “We sell FSC®-certified products (FSC® C######)”, which are FSC’s own permitted text references, code included.
- A controlled wood explanation, using FSC’s fixed statements, on product only in addition to the Mix label and a description of it.
What you cannot say
- “Made from responsibly managed forests” on a Mix labelled product without referring to the other sources. FSC states this prohibition directly.
- “Made from responsibly or well-managed forests” on a Recycled labelled product. Also stated directly.
- “FSC certified” with no licence code. Clause 5.5 requires the code at least once per material whenever you refer to FSC certification, with or without the logo.
- “FSC certified” on a product between claims, or on virgin material with no claim on the invoice.
- The FSC logo alongside another forest scheme’s mark on the same product. Prohibited by clause 4.3 of the trademark standard and clause 5.4 of the chain of custody standard. Both claims may appear on sales and delivery documents. Only one may appear on the product.
- The FSC logo or the Forests For All Forever marks to promote controlled wood or controlled material. Prohibited outright.
- FSC in a brand name, product name or domain name. Prohibited.
- The FSC logo on business cards. A text reference with the licence code is allowed. The logo is not.
- Anything at all, without approval. Every intended trademark use goes to the certification body unless the organisation holds an approved trademark use management system.
Two rules that catch real companies. If your invoice or delivery note template carries FSC trademarks and is also used for uncertified goods, it must state: “Only the products that are identified as such on this document are FSC® certified.” And in a catalogue or on a website listing both certified and uncertified products, the certified ones must be clearly identified with wording such as “Look for our FSC®-certified products”, and any product that is certified only on request must say so.
Artwork specifications, because the label is a spec and not a graphic. Green reproduction is Pantone 626C, or its closest approximation. Minimum label size is 9 mm wide in portrait and 6 mm high in landscape. Where multiple lines are technically impossible, a one-line arrangement is permitted with the FSC logo at a minimum height of 6 mm. Only artwork from the trademark portal, or issued and approved by the certification body or FSC, may be used. The ® symbol goes in the upper right of the logo in any country where the trademark is registered, and on the first or most prominent use of “FSC” and “Forest Stewardship Council” in running text.
“Print the code. It is six digits and it turns a slogan into a checkable fact. Everybody who leaves it off is telling you they would rather not be checked.”

13. What changes in 2027
FSC is rewriting the chain of custody standards. FSC-STD-40-004 V4-0 and FSC-STD-20-011 V4-4 went to their second draft consultation from 15 May to 15 June 2026, which FSC described as the third and final public consultation.
FSC’s stated intent, subject to consultation feedback: publish the final revised standards on 1 January 2027, with an effective date of 1 July 2027 and an 18-month transition period.
The declared objectives are a more risk-based approach across activity, product type, geography and species, revised requirements addressing the burden on small and medium enterprises, streamlining of the requirements, and alignment with other FSC requirements and with legislation, which in practice means EUDR.
What this means for a bag programme. Nothing changes on an order placed today. But a supply agreement signed in 2026 that runs into 2028 will straddle the transition, and the wording that protects you is a clause obliging the supplier to maintain valid certification under the standard in force, not under FSC-STD-40-004 V3-1 by name. Contracts that pin a version number age badly.
Alongside that, FSC’s International Board has made strengthening system integrity a global priority for 2026, after several years of documented fraud allegations in certified supply chains, including isotopic testing in 2025 that found false country-of-harvest claims on certified birch plywood sold in the UK. Expect more transaction verification and more scrutiny, which is good news if your paperwork is real.
14. What FSC costs, and what it does not
Nobody publishes a price list for this, and any supplier who quotes you a flat “FSC surcharge” without saying what it is for should be asked. The cost sits in four places, and only one of them is per bag.
1. The certificate, which is the supplier’s fixed annual cost. A chain of custody certificate runs five years with annual surveillance audits. The supplier pays the certification body for the audit and, through it, FSC’s annual administration fee, which is set under FSC-POL-20-005 and calculated on the certificate holder’s forest products turnover on a sliding scale. None of this is per unit. It is a fixed cost the supplier spreads across all certified volume, which is why a supplier with a lot of certified business absorbs it more easily than one certifying for a single customer.
2. The paper, which is the only genuine per-bag cost. This is the number that moves. FSC Mix kraft is the mainstream certified grade and the cheapest certified option. FSC 100% is narrower in supply and carries a premium. FSC Recycled depends entirely on what reclaimed grades the mill runs. If a quotation shows a large FSC premium, ask which grade it is quoting, because most of the gap is grade and availability, not certification.
3. Administration, which hits small orders hardest. Claim periods, credit accounts, reconciliation, transaction records and a trademark approval on the artwork all cost roughly the same whether the order is 5,000 bags or 500,000. On a small run that fixed effort is a larger share of the unit price. This is the honest reason small FSC orders are quoted less attractively, and it is worth knowing so you can ask the right question, which is whether your order can ride on an existing certified product group rather than needing a new one.
4. Nothing else. FSC changes no tooling, no plates, no die-cuts, no construction and no lead time on the converting itself. If a supplier tells you FSC adds weeks to production, what they mean is that they are sourcing certified paper they do not normally stock. That is a materials availability question with a real answer, and it is worth asking directly.
Two cost traps. First, if the supplier is not already certified, the timeline is not a price question at all: building the documented system, getting audited and closing non-conformities takes months, and it will not happen inside your order. Second, an artwork approval that has not been obtained before the plates are cut is the most expensive small mistake in this whole subject, because the artwork is locked long before anybody asks for the certificate.
15. Twenty questions to ask before you approve an FSC paper bag order
Copy this into your RFQ. Answers in writing.
On the certificate
- What is your FSC certificate code and your trademark licence code?
- Is the certificate valid today, and what is its expiry date?
- Which certification body issued it?
- Do the product categories on your certificate cover paper bags or paper packaging?
- Which site will produce my order, and is that site on the certificate?
- Is this a single-site, multi-site or group certificate?
On the claim
- Which claim will appear on my invoice: FSC 100%, FSC Mix x%, FSC Mix Credit, FSC Recycled x% or FSC Recycled Credit?
- Which control system do you run for this product group: transfer, percentage or credit?
- If it is credit, confirm in writing that the product may not physically contain certified fibre.
- Will the claim and your certificate code be printed on the commercial invoice against the line item?
On the bag
- Are the handles forest-based? If they are paper, twisted paper or paper twine, which certificate covers the handle material?
- What is the certificate and claim for the base board, the hangtag and any card insert?
- Which product type will appear on the label, and has the artwork come from the FSC trademark portal?
- Has your certification body approved this label artwork, and can you send the approval?
On what FSC does not answer
- What percentage of the fibre is post-consumer recycled, stated separately from any FSC claim?
- If I import into the EU: is your certificate scope extended to the FSC Regulatory Module, and can you supply harvest plot geolocation?
- Can you supply a PFAS declaration against the PPWR Article 5(5) limits, and a food-contact declaration if the bag touches food?
- Is the bag laminated, and what does that do to its design-for-recycling grade?
On the chain
- Which parts of production are outsourced, and are those contractors inside your outsourcing arrangement?
- If I want my own FSC licence code on the bag, will you enter a labelling agreement under clause 4.8, and inform your certification body in writing?
Any supplier who has actually done this can answer all twenty in one email. That is the point of the list.
16. FAQ
What does FSC certified actually mean on a paper bag?
It means the paper in the bag came through an unbroken chain of FSC certified organisations from a certified forest or from reclaimed material, that the seller holds a valid chain of custody certificate, and that a specific FSC claim and the seller’s certificate code appear on the sales documents for those goods. It does not mean the bag is recycled, that it is high quality, or that any particular percentage of the fibre is certified unless the invoice states a percentage.
What is the difference between FSC 100%, FSC Mix and FSC Recycled?
FSC 100% is all virgin material from FSC certified forests. FSC Mix combines FSC certified virgin fibre, reclaimed material and FSC controlled wood, and needs at least 70% certified and reclaimed content for the label under the percentage system, or a credit account under the credit system. FSC Recycled is reclaimed fibre. For paper, no minimum threshold applies to the FSC Recycled label, and both pre-consumer and post-consumer reclaimed material are eligible.
Does an FSC Mix bag actually contain certified fibre?
Not necessarily. Under the percentage system the batch carries at least the stated percentage on average. Under the credit system there is no minimum content in any individual product, because certified inputs generate credits that are drawn against a proportion of the output. Both are legitimate and audited. If the physical content matters to your customer, buy on the percentage system and get the percentage on the invoice.
Does FSC certification mean the paper is recycled?
No. FSC 100% and FSC Mix can be entirely virgin fibre. Recycled content is a separate specification and belongs separately on the purchase order. Note also that FSC Recycled paper is not necessarily post-consumer: pre-consumer reclaimed material such as converting scrap and printers’ waste is eligible, and unlike FSC Recycled wood, FSC Recycled paper has no percentage threshold for the label.
How do I check that an FSC certificate is genuine?
Search the licence code or the certificate code in FSC’s public certificate search. As of September 2026 that means the FSC Certificate Public Dashboard reachable from FSC’s public certificate search page, or the new FSC Search at search.fsc.org, which is in public beta while the official launch is pending. Check the status, the product scope and the site, then download the time-stamped record for your file. The old info.fsc.org address now redirects.
What has to be on the invoice for my order to be FSC certified?
Under FSC-STD-40-004 clause 5.1: the seller’s details, the customer’s details, the date, the product description, the quantity, the seller’s FSC certificate code, and a clear indication of the FSC claim for each item or for the total. The claim and the code are the two that get left off. Without them the goods are not covered, whatever certificate the supplier holds.
Does FSC cover the handles of a paper bag?
Only if the handles are forest-based, and then only if that material is also inside the certified chain. Twisted paper handles, flat paper handles and paper twine are forest-based and must be certified for the bag to carry the label. Cotton tape, PP rope, polyester ribbon and metal eyelets are not forest-based, so they sit outside the claim, but a bag containing them must specify the product type on the label because the certified material cannot otherwise be distinguished.
Does FSC certification satisfy the EU Deforestation Regulation?
No. EUDR obliges the operator placing goods on the EU market to file a due diligence statement including geolocation of the harvest plots, and standard chain of custody carries no plot-level geolocation. FSC offers a voluntary add-on, the FSC Regulatory Module (FSC-STD-01-004), which adds a due diligence system and requires certificate holders to collect geolocation and make it available downstream on request. FSC states that only competent authorities verify EUDR compliance. Ask whether your supplier’s certificate scope includes the module.
Is FSC or PEFC better?
They are different schemes with the same basic architecture: a forest standard, a chain of custody standard, and a label. FSC is the larger scheme by chain of custody certificates and the one most European retailers name in their specifications. PEFC certifies a larger forest area, concentrated in Europe and North America. What matters commercially is that they are not interchangeable on a purchase order: a supplier cannot substitute a PEFC claim for an FSC one without telling you, and the two marks cannot appear on the same product.
What can I print about FSC on my bag and my website?
On the bag, only the FSC label matching the claim on the sales documents, using artwork from the trademark portal, approved by the certification body, at a minimum of 9 mm wide in portrait or 6 mm high in landscape, in Pantone 626C or an approved variation, with the product type specified where any part of the product is not certified. On your website, FSC’s approved descriptions with your licence code included at least once per material. You may not say a Mix labelled product is made from well-managed forests without mentioning the other sources, and you may not say a Recycled labelled product comes from well-managed forests at all.
How long does FSC certification last, and how often is it audited?
Chain of custody certificates run for five years, with annual surveillance audits by the certification body. Certificates can be suspended or terminated in between, which is why the live database, and not the PDF, is the thing to check.
What is changing in the FSC chain of custody standard?
FSC is revising FSC-STD-40-004 to version 4-0, with the second and final public consultation draft issued from 15 May to 15 June 2026. FSC is aiming to publish on 1 January 2027, with an effective date of 1 July 2027 and an 18-month transition. The stated aims are a more risk-based approach, lighter requirements for smaller companies, and alignment with legislation including EUDR. Write supply agreements against the standard in force, not against a version number.
Do I need FSC in the United States, where only 30% of consumers recognise it?
Probably yes, but for a different reason than in Europe. In the US the label does very little at the shelf, so a consumer campaign built on it will underperform. It still earns its place in three ways: retail buyers and their compliance teams ask for it, corporate sustainability reporting uses it, and it is the cheapest available answer to a customer’s deforestation due diligence question. What it will not do is satisfy a state carryout bag law, because those require post-consumer recycled content and FSC is not recycled content.
Which countries require FSC certified paper?
We are not aware of a country that requires FSC by name for commercial sales, and it would be surprising, because naming one private scheme in law creates a trade-law problem. What exists is a layer of public procurement rules that accept it as evidence. Several European countries, the Netherlands and Belgium among them, accept FSC as proof of compliance with sustainable timber procurement criteria, and the UK’s Timber Procurement Policy sits within the Government Buying Standards. Japan’s Green Purchasing Law requires verification of legal and sustainable sourcing for wood and paper, and FSC chain of custody documentation is an accepted route. Separately, the EU Deforestation Regulation is a legal obligation on the importer from 30 December 2026 regardless of any label, and FSC does not discharge it.
How much does FSC add to the price of a paper bag?
Ask what the number is for, because there are four different costs and only one is per bag. The certificate is the supplier’s fixed annual cost and is not a per-unit charge. The paper grade is the real per-bag variable, and most of any quoted gap is FSC 100% versus FSC Mix availability rather than certification itself. Administration is a fixed effort per order, so it weighs more on small runs. Nothing about FSC changes tooling, plates, die-cuts or converting time. Section 14 breaks this down.
Can I get FSC certified paper bags on a small order?
Usually, if the supplier already runs a certified product group your bag can join. The cost of FSC on a small run is administrative rather than material, which is why the answer is generally about whether your order fits an existing claim period rather than about volume in itself. Ask the question that way and you will get a better answer than asking for a minimum.
Can I put my own brand and my own FSC licence code on the bag?
Yes, under a specific arrangement. FSC-STD-50-001 clause 4.8 lets a supplier label products with the buyer’s FSC trademark licence code if both organisations are certified, the product sits in both certificate scopes, both inform their certification bodies in writing, and the agreement is available for audit. If you are not certified yourself, the alternative route is clause 13.10 of the chain of custody standard, which allows FSC labelled production for an uncertified contracting company provided the material never passes through your hands before processing.
What happens if my supplier’s certificate expires in the middle of my order?
The claim depends on the certificate being valid at the point of sale, so goods invoiced after expiry cannot carry the claim. Check the expiry date against your production and shipment dates before the order is placed, not after, and put it in the purchase order as a supplier obligation. This is the single most common way a genuinely certified order ends up with paperwork that will not survive an audit.
Can I source FSC certified paper bags from Vietnam or China?
Yes. FSC chain of custody is a global system and there are certified mills, converters and traders in both countries, along with certified paper imported into them. What matters is not the country but whether the specific converter making your bag holds a valid certificate with paper packaging in its scope, and whether the handle material is inside the same chain. Search the code, check the scope, check the site.

Bk-bags is a supplier and developer of paper bags, paper packaging and reusable shopping bags, working with retail clients worldwide from production in Vietnam and China since 2006.
If FSC is on your specification, tell us the bag, the volume and the market it is going to. We will tell you which claim is achievable on that construction, what will appear on the invoice, what the handles do to the claim, and what you will be allowed to print. If the honest answer on a given item is that the claim you want is not available, we would rather say so at the quotation than at the audit.
